Matching grants for road and street improvements have been awarded to both the city of Columbus and Bartholomew County government from the Indiana Department of Transportation.
Columbus will receive $1.4 million to be matched on a 50-50 basis with local funds, Columbus City Engineer Andrew Beckort said.
“We anticipate the award from INDOT, plus our local match, will cover the construction cost of the 17 (sections of) streets,” Beckort said.
As a whole, the city will repave a total of 4.1 miles during this year’s overlay program, he said.
Although most city projects are short sections in residential neighborhoods, there are other busier streets that will receive a new layer of asphalt, he said. The streets include Gladstone Avenue, from 10th Street to 17th Street and Middle Road, from Brentwood Drive to Rocky Ford Road.
Bartholomew County has been awarded the highest amount possible this funding cycle — $1.5 million. Since county tax dollars will pay half the costs, a total of $3 million will be available to finance about 30 projects covering 26 miles of rural roads, county highway engineer Danny Hollander said.
If INDOT had not granted the county’s entire request, the list of projects would have been trimmed by half or possibly two-thirds, Hollander said in late March.
The county’s list includes multiple sections of streets and roads in four subdivisions: Hamor Heights, Zephyr Village, Harrison Lake and Grandview Lake. The largest projects are County Road 400W near the Jackson County line, Hartsville Road and Grandview Drive.
Although the county highway department has an additional $1 million for overlay work this year, it appeared last month that inflation would reduce the overlay program by 19%.
But on April 1, Bartholomew County Commissioner Larry Kleinhenz said the costs of some materials required for road and street repairs have come down to pre-pandemic (2019) levels.
Now that the financial awards have been provided, both the city and county will be able to request bids from contractors to do the work.
However, most contractors agree to do the work at lower costs in exchange of local governments allowing them to do the repaving and related work at their own pace before the end of the construction season.
