When compared to last year, Bartholomew County taxpayers will end up paying more to fix fewer miles of pavement during the upcoming road construction season.
Recognizing the negative impact of inflation on road projects, the Indiana Department of Transportation has raised the maximum amount awarded through the Community Crossings matching grant from $1 million to $1.5 million.
Since Bartholomew County must match the INDOT grant on a 50/50 basis, the county is hopeful they’ll have $3 million for this year’s annual overlay program.
The matching grant needed for the 30 projects that cover 26 rural miles of road has not yet been awarded, county highway engineer Danny Hollander said.
“If the grant is not issued by the Indiana Department of Transportation, the list will need to be trimmed by half or possibly two-thirds,” Hollander said.
In past years, Bartholomew County Highway Superintendent Dwight Smith has personally inspected more than 700 miles of county roads in early spring to determine which deteriorating sections of road need repairs.
However, that wasn’t possible this year because the grant application had to be submitted by the end of January, Hollander said. The projects now being considered were under consideration in 2023, but not included in the final list due to budgetary restraints, the highway engineer said.
Last year, Bartholomew County used the matching grant to invest a total of $2.5 million, and were able to put new asphalt down on 32 miles of road before the asphalt plants closed in December.
But even if the county ends up with $3 million this year, that amount will only cover about 26 miles – 19% fewer miles than last year.
The proposed list includes multiple sections of streets and roads in four subdivisions: Hamor Heights, Zephyr Village, Harrison Lake and Grandview Lake. The largest projects are County Road 400W near the Jackson County line, Hartsville Road and Grandview Drive.
Although bids for the 2024 Overlay project are now being accepted, INDOT will have to announce whether Bartholomew County will receive the grant before a proposal can be chosen. The Community Crossings web page does not indicate when that announcement will be made.
