City approves development plans for new subdivision

City officials on Monday sanctioned plans for a developer to start construction on public improvements for part of a new subdivision in north Columbus.

Members of the City of Columbus’ Board of Public Works and Safety approved a subdivision improvement agreement with Arbor Homes for section two of Sutter Place, located off County Road 200W and south of Lowell Road. The new subdivision will include an affordable home type new to Columbus.

According to a copy of construction plans for the section, it encompasses 103 of the total 273 lots in the 91-acre development. Of the 103 lots in section two, 52 will have “Genesis-style homes” on them.

Genesis homes are intended to be more affordable for first-time homebuyers— they are designed in clusters centered on shared motor courts. The homes will sit on smaller lots, with the structure taking up most of them, according to planning officials.

“At this time, they are just seeking to start that construction of streets and sewer and water lines and those kind of things, but not actually record a final plat for the lot, or start their lot or home sales yet,” city/county planning director Jeff Bergman told the board.

The subdivision improvement agreement for the first section, which includes 50 lots, got the rubber stamp from the board on April 23. Of those 50 lots, 16 will have Genesis homes.

There will be 10 clusters of Genesis homes total in the development, to be built in four sections.

Arbor Homes in January 2022 received approval from the Columbus Board of Zoning Appeals to allow the Genesis homes to have lower percentages of ground floor living area than required by local zoning standards.

Columbus City Council about three months later gave approval to annex and rezone land the development will be on from Columbus Township into the city and from Agricultural: Preferred to Residential: Two-Family.
